Нашел я тот самый сомнительный параметр:
когда отключаем параметр Include physical value, тогда партионный учет отрабатывает нормально!

Только я не могу понять, как этот параметр может давать такой неприятный эффект, если я создаю и инвойсирую Sales Order на 15 штук только после инвойсирования обоих заказов закупки.
Кто-нибудь может объяснить?
